But as I remember it, that was also where the horse trading began. I remember Honor herself putting her empathic finger on it. I can't remember the wholeass' name, but Honor sensed that he wanted something
specific from Pritchart and her administration. IIRC, Honor called him on it and adjourned the entire meeting to give Pritchart, who was surprised that Honor had banged the political nail so squarely on its head, time to appease the idiot. As I recall, that specific delay was what prevented the culmination of the entire affair then, because Honor was recalled.
"Horse trading am I," was pretty much acknowledged by Pritchart.
I imagine that the 11 holdouts didn't get what they want. I also imagine that 'those-it-may-concern' were authorized to continue the horse trading in Pritchart's absence per Pritchart's request per Pritchart's instructions.
And remember, Pritchart's political opponents
wanted the war to end just as much as anyone else. Even they knew that Haven's survival depended on it. Honor sensed that. They were just political opportunists.
