Spain and France are both more Catholic than the UK yet they have passed their laws. I'm not sure if the UK is more civilized than France, but it is more used to the quirky and unusual. Look at the eccentrics like the Raving Looney Party.

Both France and Spain have more history (like the USA) of civil disobedience, protests etc and that has its echoes in current culture. Also, there's a lot more spontaneous queuing in Britain I find. But I wouldn't say more civilised. After all, the french have the leisurely lunches etc so it depends on how you define civilised.

As to the MRLP, i think they've gone downhill since the death of 'Screaming Lord Sutch'. But their manifesto is quite amusing (containing such gems as banning Caecilius from all latin text books).
