It is wrong.
You can, under specific circumstances, get a hyper capable command without going through the Crusher first. Honor herself did so when she commanded HMS Hawkwing; but it is implied that passing the ATC is an absolute requirement for larger commands. If you can't pass it, you will not be able to get into a line position and are most likely to end your career on the staff track. The chances of getting flag rank are basically nil.

Of course that means that someone can pass the courses and still lock up under actual fire. That happens for every profession on this planet, and there's no way around it.

Seriously though, failing that course is the very opposite of a "life and death situation". If you fail, you still have a military career (albeit one that doesn't involve independent starship command), and presumably all the education and training that went into your career as an officer up to that point, which I would imagine opens up a lot of opportunities in the civilian world.
