Yeah, they are. That's how Thomas Bachfish got to be an admiral even though he's been of half-pay forever.

Exceptional officers like Honor get promoted "out of the zone" and skip ranks, but the majority get promoted strictly through seniority.

Within limits. You don't get any automatic promotions in the RMN before making List (aka captain (sg)); hence Mercedes Bingham was still a Lieutenant in OBS, and doesn't seem like you get automatic promotions beyond full Admiral.

I think my confusion stems from how you get promoted from an Admiral to a Fleet Admiral (I actually didn't realize until I consulted HoS that they were two different ranks). I can't find exactly when Honor was promoted to Fleet Admiral. The only source that really mentioned it was the Wiki (which is not a definitive source) and that lists the date of her promotion to that rank as 1922 PD which is after the Battle of Manticore.

Admiral of the Fleet is the rank for the officer in charge of Home Fleet. Since Eighth Fleet was Home Fleet (Really, the only fleet) after the Battle of Manticore, she received the promotion. However, it seems to be little more than a traditional title. She did retain the title even after the reformation of a new Home Fleet, but it probably is because she became the senior allied officer in the Grand Fleet.

Admiral Higgins is clearly stated to be the Admiral of the Fleet in MoH, so the title goes with position. Honor reverted back to her nominal 4 star rank when Eighth Fleet return to being Eighth Fleet.

HoS lists Admiral, Fleet Admiral, and Admiral of the Fleet as three separate ranks. They all have different collar insignia. That's where my confusion came from. It was said that Honor was a Fleet Admiral (her normal rank not associated with Home Fleet) and Kuzak was "only" Admiral not Fleet Admiral.

In Echoes of Honor, it is noted that Honor is a fleet admiral in Grayson service while a commodore in RMN service. In her interview with First Space Lord Thomas Caprelli almost immediately following her return from Ceberus in Ashes of Victory, she is promoted to full Admiral in RMN service.

Correct. She was promoted to full Admiral but that's not the same as Fleet Admiral which is not the same as Admiral of the Fleet. The description of the collar insignia in AAC doesn't match the insignia shown for a Fleet Admiral in HoS; it does match those of an Admiral though.
