The Secret Fleet - Component Questions

My case was a little more complicated than I laid out -- my bad. I started an upgrade, installed a lower level boost, saw no improvement, got a bigger buff, installed, upgraded, restarted the crew upgrade, and lost track of the exact sequence of actions. Upshot is that crew upgrade buffs are bugged, probably in a few different ways. Code review seems in order, and is a best practice.
