I looked at Locus's most recent Books Forthcoming list and it does not appear (the Tor listings go to September 2023).

It is the next book in out of the "Out of the Dark" series. David Weber posted on face book that he turned it it last summer.

Himself has made a post on his Facebook account that To Challenge Heaven is scheduled for January of 2024.
