Thinking about it ...
Radiation poisoning from the pocket nuke seems like a good candidate for Grimaldi's pestilence. Secondly, or aditionally, if there were any rukari strikes that coincided with local disease or crop failure, or caused it, that could also be a thing Grimaldi was blamed for. Grimaldi doesn't have to have actually survived Armageddon Island to be useful in what is presumably Chuhiro's fictional account. ~~~~~~~~~~~~~~~~~~

My interpretation of that portion of the book is mostly the Langhorne's crew were just looking for ways to blame Shan wei and her followers. I believe the names they were using are likely the other members of the council who supported her and were dismissed from the council.
