Problem is, you can upgrade tech on the smaller ships, but they're still weaker than the larger ships.

One on one sure but you can also crew more smaller ships with the same crew pool, construct more of them with the same amount of resources, and having more hulls allows you to cover more space on a strategic and operational level while on a tactical level forcing the enemy to divide their attention among more targets certainly doesn't hurt.

We could argue round and round on this. :) We can talk tech (multiplex tracking, etc.) and other things all day long. The end-all is the preference of the player and how his tactics work with his technology. I think we need to get together and get a game in RV.
