There have been instances of transferring information (files) from one crystal to another. During a briefing Neshok does it. The context doesn't make it clear how he does it, whether there is short range transmission, or if the crystals need to be touching.

I mostly expect PCs to have an effect when it comes to designing new weapons and tools, not in passing on information. Voices have perfect recall; once they see the plans for any new design they can pass it on flawlessly to any other Voice, who can then duplicate it for other to use.

When I mentiond connectivity, I was thinking of information sharing and networking. In our timeline, that would nean the internet. That would be a bit much to expect here, but without some sort of networking for computers to share data, they would be seriously handicapped.

We do know that Jasek was able to transfer Shaylar's and Jathmar's language to other crystals sinse the diplomats who went out to Fallen Timbers to "negotiate" had the language on their PCs.

Much data on this data transfer:
Mul Gurthak asked (ordered) Jasek to make
.......... several (4?) copies of the data.
Jasek said he would; no problem.

The diplomats had it in their crystal.
Neshok had it at Fort Shaylar, and later.
Senior Sword Kalcyr has it while seeking Voice Targal.
Gifted Healer 500 Vaynair has it at Salby.

This Translation Program seems to have been copied
into a great many crystals, if not all of them.

Yes, but we also know that recon gryphons must come back to land to have their crystals accessed. There's a mention in HHNF that the ability to "see" through a recon gryphon's crystal (or otherwise get data from it without the creature having to come back) would be wonderful. So even if the crystals don't have to be touching, the range is obviously pretty short. They might have some form of internet, but it's likely to be "wired" instead of wireless, or at best wireless within a single building or hotspot. Cellphones, radios, and antenna TV seem to be ruled out, at least at the moment.

There is no question that they transfered data. What we don't know is how it was done. One is tempted to assume some sort of spell. But we don't know that for sure.
