I don't recall it being a great description. it is mainly mentioned as the design committee was a safe place to put some of the more annoying/less honest politicians while leaving them with enough "face" that they wouldn't try to cause more trouble.

Not an artist, but a quick google image search on "doomwhale" turns up some fanart of a highly improbable (imho) interpretation.

Think of the doomwhale as an outsized mammalian megalodon: in other words, a great white shark about 20% longer than a blue whale (about 25 meters [or 80 feet or so, for a Safeholdian]), with an extra set of pectoral fins.

There's a reason these things have occasionally sunk galleys or small galleons.

Umm, not to be nitpicky, but to be nitpicky... if it was 20% longer than a Blue Whale, it would be around 35-36 meters, or 120 feet, long. You shrank the BW by 20%, instead of making it larger. ;)
