It is not - it's a small, independent nation. It could possibly have some subordinate treaty relationship with Tarot (or Desnair, or Siddarmark, for all we know), but it's not been mentioned or suggested.

Like other islands though, nowadays, it's got as much independence as Charis is content to allow it to have.

Biggest reason it's still an independent Duchy.

The duchy bright petition to join, for the protection and investment opportunities. Even if the empire is transitioning to metal ships, there will still be a need for wood.

I imagine Fallos will move into producing wood pulp, paper products and other timber products. Sweden makes billions each year from its forestry products, so no reason Fallos can't continue making a comfortable living.

I wonder if Fallos will be able to export building lumber as well as paper products? Steamers can make shipping much more economical.....actually sailing ships can ship lumber much more economically. Building a large steel hulled sailing ship can make the run to where ever needs lumber cheaply. Not fast but inexpensively.

If Fallos lumber yards invest in the ships, they can add delivery into the price of the lumber. There has to be some premium for their massive trees and the planks possible from those trees. Replanting the cleared acreage for more run of the mill needs like paper seems the wise choice. Eventually other nations will grow into their cleared forests as population expands. Fallos can be a tree farm for much longer than those other forested nations.

I doubt Fallos will ever grow their population much, but the Duchy will be fairly prosperous.
