I had to think a bit on what struck me as "off" about the idea of Poertena in a command position. After about 30 minutes it struck me that command would be a terrible waste of his talents and skills. Poertena is a highly skilled armorer. Were I in Roger's position, I would set Poertena up as a sort of Inspector General. He would be examining the weapons and armors being supplied to the Empire's Marines--with the authority to investigate and arrest those responsible for things like exploding plasma rifles/cannons. Also with the authority to tell the suppliers that they will standardize parts between systems where possible and provide proper field test equipment for the Marine gear.
I can also see him suggesting that they design a few support armors for the front-line troops. Powered Armor could be a tool as much as a weapon; Fingers with the strength of power armor would work fine as a wrench, a clenched armored fist is a good hammer, the armor as a whole is as good as a hydraulic jack for lifting and pushing. Add in some diagnostic equipment and programs and you would have a suit of mechanics armor that would be a portable armorer's shop.
Another variant armor would be a light suit with tools, diagnostics equipment and programs to give a field medic the equivalent of a walking paramedic and evacuation vehicle.
Just some thoughts.
