I believe that Top Cow is a "subcontracter" for Evergreen, responsible for the comic, but answering to EG. I could be wrong, though.
Evergreen is providing artistic and concept direction across all of the platforms involved, including the comic books. Production deadlines are tight for comic books, but I saw the proposed art, the proposed script/dialog, and an electronic proof of the final art --- and had the opportunity to comment upon/suggest revisions to them --- before the first issue went to print. So did Evergreen. Because of the short production time and the fact that so many people are involved in the process, there were a limited number of fixes that we could make. As one example, it was possible for Top Cow --- at Evergreen's direction --- to go back and drop in the proper rank insignia (which had been lacking in the original art), but there was no time to make any further adjustments in the uniforms themselves. There was simply insufficient flex to go back and reo something that fundamental to the original art. By the same token, the conformation of the impeller wedge was changed from one in which the kilt was deeper than the throat to the reverse, but there wasn't time to completely redo the panel in which Fearless accelerates away after launching her successful grav lance strike on D'Orville's flagship.
I don't know at this time exactly where the uniforms are going to end up in future issues, although the concept development they've shared with me (and with you) is certainly hopeful. I can even see some arguments against making major changes in the early issues of a long series of comic which are just getting their feet under them. The fact that I discussed the changes which were made with Evergreen and that the e-mails confirming that they were being addressed came from Evergreen seems to me to be fairly conclusive evidence that changes Evergreen wants will be made. Given that --- and that the general tone of their response to me when I made the same point about gender and ethnic mix was more or less "D'oh! How did we miss that?" --- I'm fairly optimistic that the issue will be addressed.
