As anyone who knows the subject knows (which I'm guessing you don't), this is fundamentally impossible. If Google does not exist, something else will take its place, because something like it is necessary for the internet to function at all. If facebook or twitter do not exist, something else will rise. If youtube does not exist... you get the idea.
The internet already gives you a guaranteed way to have free speech. All it requires is that you: Own and operate your own server, Own and operate a connection to one of the big backbone connections, own and operate your own TLD, and make sure that everything just described lives in a place outside of any jurisdiction.
If you can't pull all of that off, then you have to accept the possibility that it will be possible to interfere with your freedom of speech.
Oh, and by the way: Even if you do all of that? You are still only guaranteeing that you have a platform. There is no guarantee that anyone will ever hear you.
The internet cannot be replaced. There is a literally uncountable amount of money tied up in it.

Okay, but then what? Do you then institute rules against media companies becoming too big? How do you enforce them?
Of course, I do wholeheartedly support more government control over corporations. But I am pretty sure that you don't.
Time to outlaw shadow banning.
Please define shadow banning in a way that can be turned into a legal rule.
See, the problem is that you can't: Google adjusting their algorithms to derank news sources you like is an example of corporate free speech.
ANY instance of shadow banning ultimately is, so what you actually have to define is the ability of a platform owner to curate content on their platform.
(Oh, and by the way? A lot of instances of shadow banning are a result of database synchronization failures that you are misreading)
Time to put some real limits of the data that is collected on the Internet.
Oh hey, something sensible. We got those rules in the EU right now, they're pretty great.
We could go on forever on this subject but that's not going to change until we get the people at the top that really control the world and their puppets but that would take a very time just to write about let alone produce some real tangible results.
Wants an autocratic government? Check.
Wants an increase in government power? Check.
Wishes for a strong leader to use the above to make changes? Check.
