"9:35 a.m. Lanza is believed to first enter SHES.
9:35:39 a.m. First 911 call to Newtown Police is received.
9:36:06 a.m. 911 dispatcher broadcasts shooting at SHES.
9:37:38 a.m. Connecticut State Police dispatched to SHES.
9:39:00 a.m. First Newtown police arrives behind SHES.
9:39:13 a.m. Two more Newtown officers arrive at SHES.
9:39:40 a.m. Newtown officer encounters unknown male running along the east side of SHES with something in his hand.
9:40:03 a.m. Last shot heard. Believed to be Lanza's suicide.
9:41:24 a.m. Newtown officer has unknown male prone on ground, starting information relay regarding possibly more than one shooter.
9:42:39 a.m. Newtown police reports Lanza's car license plate.
9:44:47 a.m. Newtown police officers enter SHES."
So 1 minute and 3 seconds after the first police arrive at the back of the school the shooter is dead. 5 minutes and 47 seconds after the first police arrive on the scene an entry is made into the building. During those almost 6 minutes the police identify the shooters car and detain an unknown male. So they are doing more than cowering in the parking lot waiting for the shooting to stop. The unknown male turned out to be a parent with a cell phone in their hand.
After reading the synopsis given in these reports it sounds like the first officers on the scene reacted with speed and in an intelligent manner. They identified someone who was not supposed to be there, even though they were not the shooter, and identified the shooters car and reported it to higher. Without knowing exactly where the shooter was and how many shooters they were dealing with I do not see that the police could have reduced the number of lives lost in the 1 minute and 3 seconds they had between arrival and the last shot being fired. With perfect knowledge the first officer possibly could have gotten their car to the office entrance and then raced in to engage the shooter before they killed the last child or two and took their own life. But in the time they had and the knowledge they possessed I do not think they did anything wrong.
What is your basis for believing that that they should be sued for cowering in the parking lot?
