It seems strange that there were 8 or 10 FTLC's complete with manifolds, but not more. The interception at Alramal documents that a Manifold is small. (by starship dimensions.) If you were going to ship 400 or 500, why not 1,000 or 1,500?
The Rish appear to play the long game and would not put almost all their manifolds in one basket.
Two shipments of 1,500 each are safer than one of 500 and one of 2,500. No?
I wonder if the yard at Diyu built them, but had quality control issues and the Rish decided to do the hard task.

In chapter 20, the New Dublin yards, Gardner says, “They’ve been fabricating replacements for the defective nodes,"
If the New Dublin yards can make replacements, the Diyu yards should also be able to make them. They need 50 or 60 per FTLC, but there are enough capacity to make 53 FTLC, 318 BB, and 318 BC.
Making 400 or 480 should be just a matter of time (How long does it take to make one manifold?). That's only 8 FTLC, but a good start.
Fabricating a new "inhibitor" was estimated at 2 months.
Not conclusive, since it's manifolds, nodes, and inhibitors. But teasing at least.
