So there currently is no clause for system freedom. It's either You progress to, and vote on, full system citizen status, or you stay a junior partner with limited status forever.



That's putting in a very negative light. The main element is to stop piracy, something really necessary. Some protectorates got treated pretty well even here on earth. Check out the Philippines.
After a bit of preliminary nastiness, things were fairly smooth.

It would make sense for both Manticore and Anderman NOT to have interspersing planets.

And those planets not acceding to some level of control would probably be helping pirates. Manticore seems to rule with a very light hand.


David did mention that the Manties were not treating the Silesian territories the same way as the Talbott territories. Annexation might not be an option, it might be mandatory for all 34-ish planets. With the games Silesia has been playing for 400 years, Manticore may not have a choice if they want to be part of the solution going forward.

I would suspect that the Silesian systems (at least those in Manticoran Silesia) will be watching the comparative growth and benefits of Dresden and Nuncio as compared to New Tuscany and Marion, who opted for independence rather than membership.
Trade and internal customs as well as external security are BIG carrots.
Being an independent system with a known "history" and neighbors who know that history can have issues.
And then there is the "reformed Ballroom" to organize plebicides in former "pleasure planets" and former depot planets.....

There are a lot of possibilities and we may not known them until the new arc...a generation down the line.
