Why not recognized that BuShips makes correct decisions (well, at least we can hope so) even if we're not privy to details.

The bigger ships are in. There are reasons. Even the smaller ships require the highly specialized top crew...both officers and petty officers. So the Rolands which are more powerful has the same number of people at the top...or close to it than the less powerful ships.

In a tough war, I guess that the right choice would be to have a couple big battleships, and a lot of smaller combat ships, frigates or destroyers.
The latter would be the mainstay of your force, which would be able to patrol large spaces, engage small targets without being too slow or bulky to react effectively, engage capital ships in swarms or through ambush/hit-and-run tactics, while the battleships would be used when you know the enemy's going to bring in their own capital vessels, or at least medium-to-big ships. Oh, and they can be quite useful in landing operations as well, to provide massive firepower to ground troops.
But then, these battleships should never, ever venture anywhere in wartime without a significant light (frigate/destroyer/cruiser) escort that could deal with swarms/infiltrations of enemy small combatant vessels.

The problem with that is what happens when the enemy sends a real lot of wallers at your home world and you have a whole group of small ships that can barely hurt the wallers.

It costs a real lot to have a strong navy but even more to be a loser in war.
