Immigration rather than conquest?

Why did the Republic of Haven bother with trying to conquer Manticore when they could have effectively annexed the Star Kingdom by shipping in millions upon millions of their maleducated and unproductive Dolists?

Given that current cruise ships mass about 10 tons per passenger, a 10 million ton freighter could ship in a million useless mouths to feed. Charter about 100 of these bulk people transports to make may be four runs per year. That would work out to about 400 Million illegal immigrants per year or 4 Billion per decade.. This would relieve the financial pressure on Haven while burdening Manticore with an enormous underclass of useless, uneducatable, resentful, larcenous and murderous skum. If these illegal immigrants from Haven are overwhelmingly young adult males, they will be a cadre of rapists if not soldiers who will conquer Manticore from within.

Why does this sound like something from current events?
******
RFC said "refitting a Beowulfan SD to Manticoran standards would be just as difficult as refitting a standard SLN SD to those standards. In other words, it would be cheaper and faster to build new ships."

Agreed. Let's keep current events in politics

Agreed, but it does make an interesting analogy.

Perhaps Duckk can move this thread?

Imagine Havenite freighters dropping out of hyperdrive just outside the Manticore star systems hyper limit to drop off hundreds of big cans stuffed with people but with no food, no sanitation, no water and limited air. The freighters then jump back into hyper. Manticore is then burdened with choice of rescuing a million people and caring for them or being viewed as a villain.

Repeat every 20 hours.

What does Manticore do?

Quickly find some freighters to carry the cans of people back to Haven space and drop them there?

Except the cans don't have the life support to make the journey.

How about charter some slave transports from Manpower?

Add air tank. Transport through the Junction to Trevor's Star.

Imagined conversation:
Admiral [noting yet another Manty tech surprise]:
XO, what's the budget for the ONI?
Vice Admiral: I don't recall exactly, sir. Several billion quatloos.
Admiral: ... What do you suppose they did with all that money?

Or pass them onto the Solarian League.

The availability of the Junction makes the whole idea laughable. One short hop away is the League's core, including the various other wormholes. Manticore can get rid of the Havenite "immigrants" faster and cheaper than Haven could afford to ship them in.

Genius!!!!

And who would volunteer? Likely the "tired, your poor, your huddled masses,"etc. They might not be so quick to conquer.

And doing something like that would be akin to a declaration of war.
