So ...The Mandarins think it a good idea to attack the infrastructure of non-aligned worlds trading with the GA? And, I suppose, they also find it a good idea to have the Ministry of Education and Indoctrination announce it to the galaxy at large?

Without it coming back to haunt them. Of course it won't. what good is it to send a message if no one gets the memo.

I am sure it is not that simple and I would guess it won't be passed along like that. Media are expert in passing along news is ways that distort the issues. That's what they are there for these days.
