In the HoS section on Imperial government it is stated that
“At present each member system will be permitted to send five peers to the House of Lords…” Does this mean the Manticore system is 'limited' to five peers ? Or will they have five peers per planet, Manticore, Spinx and Gryphon ? |

If you take it literally - it would be 5 for the whole Manticore-doublestar-system. If you regard Manticore-A and -B as two systems, you could say there are 10 peers - but, honestly, I doubt it. Why open that special can of worms, that Gryphon can send 5 peers and Manticore and Haven have to share the other 5 between them? Especially, because Gryphon has the smallest number of inhabitants (if I remember correctly). So I think, there are 2 peers each from Manticore and Sphinx and 1 from Gryphon |

Even if the term system represents the planets around one star, the Old SKM peerage will be swamped under the new Imperial Peers.
5 Gryphon, 5 from Sphynx and Manticore and 5 from Basilisk for 15 SKM Imperial Peers in the Imperial Paliament. Now add 5 from Trevor's Star, 5 from Lynx and 5 from each member system in the Quadrant. That's around 125 Peer Representatives the the Imperial House of Lords with the Old SKM sending only 15 or 12%. When Selisia joins, that number gets worse. The Imperial House of Commons is better because the Old SKM gets a minimum number of seats for 75 years. After that period, the seats set aside for the Old SKM are apportioned by population. The breakdown makes sense if there is a strict limitation on Imperial authority over the local polities. |

The SKM & TQ also have local parliaments.
Additionally the Imperial peers from the TQ will be newly raised, Van Dort comes to mind. The SKM Imperial peers may be elevated by the Empress herself. Or the could be created whole cloth. No mechanism for creating Imperial peers is mentioned. |
