Check the Pearls but I believe they contain old post from David Weber explaining that virtually all of the Manticore binary system's shipbuilding and heavy industry was concentrated in the three giant stations that Oyster Bay destroyed.
There are some (then empty) dispersed (Grayson style) building slips that survived - but those aren't just more than scaffolds in space. All the warehouses, factories, etc that fed them were still back in the main stations.

Emphasizing Jonathan's post, After we heard of OB, we specifically discussed how Hauptman's Unicorn Belt yard could assist the rebuild effort, which built the original Shrikes for the Minotaur. David corrected us and said the yard was physically located at Weyland, in Gryphon orbit, and subsequently destroyed along with the rest of the station in the attack. So while over 300 million people live in Manticore B space independent of the Weyland population, none of them are involved in shipbuilding or heavy manufacturing.

RFC said "refitting a Beowulfan SD to Manticoran standards would be just as difficult as refitting a standard SLN SD to those standards. In other words, it would be cheaper and faster to build new ships."
