Depending on the exact wording of the rules Manticore is using. Solarain shipping may be any ship owned or operated by a Solarain registered company regardless where the ship is registered. Planets that do the whole Flag of convenience thing are likely well know to Manticore and face extra scrutiny anyway if they are not already on the blocked list.

It doesn't seem like the Honorverse works like the real world in this regard. At least, I don't think we've seen a merchant ship sailing under a flag other than the star nation the company is based out of.

New Tuscany maybe. IIRC they used flags of convenience, but that was in a local area.

The transtellars are going to want for business to continue as usual. With OFS gone that means the demand for mercenaries to put down rebellions is going to increase immensely planets the Alliance doesn't liberate and garrison.

Which will be 99.x%, unless the Manticore wants to enlist a few hundred million people and bankrupt the SEM.

Protectorates, as others keep pointing out are not part of the SEM. Nor are they part of the GA but they are in a legal grey issue that is ripe for exploitation. Even the SEM and maybe Andies might want to start running Silesian freighters to cover spiralling costs, and to help with integration. The Silesians could even rent the ships from the local GA. With the backup of goods needing to be shipped convoys with Escorts would be in order. 6 freighters and a Roland.
