I mean Amazon has a description - and it looks like we're getting a new POV character, Lieutenant Brandy Bolgeo, for story set around the start of the 1st war (as it says she comes home injured from the Battle of Hancock)

That's a time period where we didn't really get to see much of what the RMN was doing; because Honor was so tied up Young's courtmartial, taking up her Steadholder duties, then the duels, and then the exile back to Grayson for more Steadholdering and eventually taking up command of one of their battle squadrons. About all we got of RMN actions after Hancock was the off-screen actions of taking of Seaford Nine, and the Nightingale battle where White Haven got partially mousetrapped.

So with a new POV character hopefully we'd get fill in some of that time and see:
a) More of the RMN actions, in the continuing operations prior to declaration and after declaration.
b) Appearances by some of our favorite characters who didn't follow Honor to Grayson (and so dropped out of sight for much of FIE)

Before being ruthlessly slaughtered in later books...

Secondary characters have life expectancies shorter than a Star Fleet "Red Shirt".

The forward for "A Travesty of Nature" in the anthology _Onward, Libertycon_ quotes Weber saying that there was a high chance of a novel coming from it. I suspect that this is that novel.

See Carolyn Wolcott.

OTOH Scotty Tremaine survived both wars, so not all our favorites from OBS got ruthlessly slaughtered.
