(trying to keep the title of the thread vague)

Zilwicki presented the senior members of Tenth Fleet a piece of "cloth" that was discovered on the MAlign island on Mesa. That turned out to be part of a hologram projector device to hide the installations underneath the canopy.

The MAlign isn't likely to have two different active stealth technologies. So this piece of cloth could be a major breakthrough in detecting MAN stealth ships.

Opinions?

No evidence whatever in the later chapters of the book that spacecraft are using the same system, so no.

Absence of evidence is not evidence of absence.

The cloth might be related to the MAN smart skin, but even so, it doesn't give a clue on detection, since the smart skin is copying empty space.

These spacecraft haven't shown up again, so we have to go backwards not forwards. In MoH when we're told a bit about their skin, it does sound similar to Anton's silvery smart fabric's capabilities:

Unlike the starships of most navies, the MAN's scouts hadn't settled for simple smart paint. Other ships could control and reconfigure their "paint" at will, transforming their hulls—or portions of those hulls—into whatever they needed at any given moment, from nearly perfectly reflective surfaces to black bodies. The Ghosts' capabilities, however, went much further than that. Instead of the relatively simpleminded nanotech of most ships' "paint," the surface of Apparition's hull was capable of mimicking effectively any portion of the electromagnetic spectrum. Her passive sensors detected any incoming radiation, from infrared through cosmic rays, and her computers mapped the data onto her hull, where her extraordinarily capable nannies reproduced it. In effect, anyone looking at Apparition when her stealth was fully engaged would "see" whatever the sensors exactly opposite his viewpoint "saw," as if the entire ship were a single sheet of crystoplast.

There aren't any nannies mentioned in Anton's fabric, but the island canopy didn't need to generate the complete spectrum of background radiation after all. It may be related to the starship tech, but only comprises half of it - those "reradiating" nanotech being the more significant half of the starship stealth tech.

Still, every piece of the puzzle helps. And who knows, the GA might reverse-engineer that fabric and incorporate it into their own stealth technology.

One caveat in using the type of stealth the Ghost's where equipped with is that it introduces a latency between incoming electromagnetic radiation and what it then radiates.

That latency can be detected given the right circumstances, the problem is getting those circumstances to be practical and considering how difficult it is to find ships with "traditional" stealth systems engaged it may well be that it is almost impossible.
